Russia's Integration into the World Community: Multi-disciplinary Synthesis as Basis of Research Methodology in the Study of Interrelations Between Cultures and Civilizations

Tomsk Interregional Institute of Social Science (Tomsk Center for Advanced Study and Education; Tom MION) was established at Tomsk State University as a scientific center within the program Interregional Research in social science conducted by ANO INO-Center (Information. Education. Science) (till 2002 it was conducted by Moscow Social Scientific Fund (MONF), RF Ministry of Education, Kennan's Institute of Perspective Russian Research (USA) with the support of Carnegie Corporation in New Your (USA) and McArthur's Foundation (USA).

TomMION should become an organizational and infrastructure base for realization of complex interdisciplinary scientific projects on social and humanities issues with participation of TSU scholars, research assistants of educational and scientific institutions of Siberia and Russia, and also foreign researchers. Besides it, at the regional level Tom MION coordinates scientific activity in social science and humanities, provides information support for scientists, and organizes scientific events. One of the priority of TomMION's activity is to introduce the newest scientific research results into educational process, to prepare high qualifies scholars by organizing training at the leading Russian and foreign universities and by inviting experienced specialists to course development and writing educational and methodical works. The most important sphere of TomMION's activity has become the work with trainee-researchers from different universities and academic institutions of Russia who received individual and group grants from it.

During 2001  2002 subjects for the Institute research were defined by the content of the TomMION central project of  Russia's Integration into the World Community: Multi-disciplinary Synthesis as Basis of Research Methodology in the Study of Interrelations Between Cultures and Civilizations. The project is aimed at a complex studying of urgent social, cultural, political problems in Russia and the world community. Development and realization of the project proceed from the necessity of integration of theoretical and methodological approaches and concrete research techniques of various social sciences and the humanities.

An attempt of working out a valid methodology of studying the ways of the Russia integration into the world community by means of synthesis of the various social science approaches, and methods of world scientific experience with reference to concrete studying modern political, social, and cultural processes that becomes especially important in conditions of methodological crisis of the domestic humanities serves as a strategy of the TomMION research approach.

Research within the framework of the project Russia's Integration into the World Community: Multi-disciplinary Synthesis as Basis of Research Methodology in the Study of Interrelations Between Cultures and Civilizations is actual not only from the scientific, but also from the practical point of view. It is necessary for understanding important problems of social and political development of the country and region, for an adequate evaluation of many modern processes, especially in interaction with an external world. Taking into account national  historical features in analyzing consequences of globalization and international integration will help to define public and national interests more precisely, to develop those resources of the society which will be claimed in a modern situation, and will allow the country to occupy a worthy place in the world community.

The project is based on leading, well known in Russia and abroad scientific schools of Tomsk state university. The development of various aspects of studying problems cultural and civilization correlation has been conducted at TSU for a long time. It is the oldest high school in Siberia with experienced research collectives, original technique of scientific work, big scientific material, experience of scholars of different specialization interaction in decision of complex research problems using interdisciplinary approach.

Fundamental and applied scientific research within the framework of the declared issues were carried out on the following priority:

1. Factors of formation of cultural  historical consciousness

The developers of this direction pay special attention to theoretical synthesis of research strategy, theories and methods of various branches of the humanities for adequate understanding the laws and tendencies of Russian society development in a universal context. In this case under the integration the world community understands, first of all, a creative studying and development of the world scientific experience. Connection of the theoretical analysis with the practice of a concrete research becomes a basis of studying national  cultural identity, features of historical consciousness and political culture, correlation between stability and transformation in a traditional society. The results of the research will make a theoretical basis for studying a concrete practice of cultural  civilization interrelations on regional and transborder levels.

Priority themes for research:

  • Methodological synthesis: theory and practice.
  • Historical consciousness in a modern society: stereotypes and innovations.
  • Formation of a civil society in a context of peculiarity of the Russian political culture and influence of the XX century events.
  • Formation and transformation of a cultural  historical heritage.
  • Traditional society and traditional cultures: stability and transformations.
  • Mentality of the youth as a factor of the cultural  historical consciousness formation.
  • Formation factors of national culture and ways of its reflection.
  • Formation factors and deconstruction a civil society.

    2. Russian regions in international and foreign economic relations

The main goal of this direction is to consider foreign experience of legal regulation of various social, political, and economic processes in a society that represents both theoretical, and applied interest. Alongside with it, the Institute carries out a study of the interethnic, cultural  historical, foreign economic and other factors that determine the character of the international connections of subjects of the Russian Federation. In particular, it conducts a number of the research works aimed at analyzing and generalization of the history and modern condition of Siberian relations with the Asian Pacific Region countries and Central Asia, making practical recommendations for regional authorities.

Priority themes for research:

  • Interethnic, economic, and cultural  historical relations as a factor of the international connections of the subjects of the Russian Federation.
  • Relationship between Siberia and the Asian Pacific Region countries: a history, a modern condition, prospects for development.
  • Siberia and Eurasian regions: history, modern condition, prospects for development.
  • The mechanism and institutes of foreign trade activities of a region.
  • Condition and prospects for development of composite subjects of Federation: Russian and foreign countries experience.
  • International legal factors of legal system development: federal and regional level.
  • Legal regulation of the international relations of subjects of the Russian Federation in various areas of public life.
  • Integration in a region: the Russian and foreign experience.
  • The constitutional (Charter) justice in Russia and foreign countries.

    3. The role of science and education in integration processes: regional, federal and international aspects

Within the framework of this direction the Institute carries out the development of theoretical concepts of common scientific and educational area. It also conducts a theoretical study of the questions connected with the value of the role of science and education in modern integration processes. As long as scientific  educational links are an essential component of an international cooperation at a regional level, this aspect gets also the practical importance.

Priority themes for research:

  • Education as a social practice: tendencies of change of the content and strategy of development in conditions of information-communicative culture.
  • Development and introduction of new information technologies in connection with the development of scientific  educational area in Russia.
  • Development of elite education on the basis of integration of fundamental science and higher education.
  • Development of system of continuous education on the basis of classical universities: problems of interaction of educational institutions of different levels.
  • Evolution of systems of vocational training in Russia on an edge of centuries: analysis of experience and development.
  • The comparative analysis of various models of universities as a basis for the definition of development direction of universities in Russia.
  • Classical universities as centers of science, education, and culture in Russia in postSoviet time.
  • Economic and legal aspects of improving management system in science and education.
  • Role of science and education in processes of integration of Russia in the world community.
  • The humanitarian environment in a high school as an essential factor of training and education of a person.

At present a development of the new research project of Tomsk MION is carried out. It will be aimed at studying problems of the Eurasian society


Information about probationers

Tomsk CASE has 57 probationers accomplishing 33 scientific research projects.

Probationers' location: Moscow, St. Petersburg, Kazan, Novosibirsk, Rostov-on-Don, Syktyvkar, Khabarovsk, Barnaul, Tumen, Nizhniy Novgorod, Kaliningrad, Ulan-Ude, Irkutsk, Omsk, Ufa, Petrozavodsk, Ekaterinburg, Blagoveshensk.

All the projects are of interdisciplinary type. The subject-matter of the projects corresponds with basic directions of Tomsk CASE activity. These researches are devoted to ethno-psychological, social-psychological, socio-cultural, economic-legal, historic-political, regional-economic, social-pedagogic problems, and also to the questions of methodology of humane study.

The following leading specialists of Tomsk State University were appointed as scientific directors of probationers:

1) in the sphere of history:

  • A.T. Topchy  professor, doctor of historic sciences;
  • I.Y. Nikolaeva  senior lecturer, candidate of historic sciences;
  • B.G. Mogilnitsky  professor, doctor of historic sciences;
  • V.M. Kulemzin  professor, doctor of historic sciences;

2) in the sphere of economics:

  • A.L. Shusharin  professor, doctor of economic sciences;
  • V.I. Kanov  professor, doctor of economic sciences;

3) in the sphere of philosophy:

  • K.I. Yuzhaninov  senior lecturer, candidate of philosophic sciences and others.

The task of each scientific director is to conduct consultations with a probationer according to his or her theme of scientific work and to examine the materials submitted for publication. Since there are many aspirants and doctorants among the probationers, the consultations of scientific directors made a significant benefit in the process of preparing their theses.
