(BaltMION)
The Baltic Centre for Advanced Study and Education (BaltMION) Russia and Europe: Past, Present and Future was set up at Kaliningrad State University in 2001. The project is supported by ISE-Centre (Information. Scholarship. Education.), the Ministry of Education of the Russian Federation, Kennen Institute of Advanced Russian Study (USA), Carnegie Corporation of New York (USA), John D. and Catherine MacArthur Foundation (USA), the Open Society Institute (Soros Foundation in Russia).
Searching for new forms and methods of co-operation with the European Union in politics, economy and education is a top priority task for Russia. The contemporary integration processes such as the EU enlargement, the accession of Lithuania and Poland to the EU are the factors determining political, economic, social and cultural trends in the Kaliningrad region.
The co-operation between the Kaliningrad region and the European Union is to become a source of good practice and useful precedents for the development of international relations between the EU and Russia

The influence of European philosophy on the development of Russian philosophy: philosophical comparative
Study Research Priorities:
- the methodology of philosophical comparative studies;
- Western European philosophy in the history of Russian philosophy;
- rationality models in Western European and Russian philosophy;
- comparative study of argumentation systems in European and Russian philosophy
- Kant's philosophy and the development of Russian philosophy;

Historic background, economic, political and legal aspects of the EU enlargement and its influence on social development processes in Russia

- the study of political, economic and legal consequences of the EU enlargement for Russia;
- the EU enlargement and cross-border co-operation;
- the elaboration of regional co-operation models in Europe and Russia;
- the migration of the population and changing geopolitical environment: historical experience and the contemporary epoch;
- integration processes and social development;
- political, economic and spatial aspects of Russian and European identity.

- the influence of globalisation on Russian and European education;
- the formation of the common European education space and prospects for international co-operation with Russia in higher education;
- the modernisation of Russian education in the context of globalisation and European integration;
- the co-operation of the Baltic sea region countries in higher education

BaltMion held nine research conferences and seminars in 2002:

- Seminar The Methodology of Comparative Studies in the History of Philosophy held in Kaliningrad State University and in Svetlogorsk (May 1617)
- Seminar The problem of Kaliningrad in the Context of the EU- Russia Relations, organized within the framework of a series of seminars Russia and Europe: the Prospects for Political, Economic and Cultural Co-operation. The series of the seminars was organized with the support from the Open Society Institute
