Russian Federation Ministry of Education It's a federal executive body which carries out government educational policy and coordinates the work of higher and vocational education institutions, supervises research centers and other organizations within the educational domain, and administers professional testing of top-grade researchers and teachers. Together with other executive agencies, the Ministry of Education is involved in the formulation and implementation of government's scientific and technological policy. The Ministry designs specialized, intergovernmental and inter-departmental programs and projects in the areas of education, research and youth policy at the federal level. The Ministry ensures fulfillment of Russian Federation obligations resulting from international agreements concerning youth policy, as well as from international research and technological cooperation programs, inter-departmental contracts and agreements. The Ministry of Education organizationally includes several hundred university-level educational institutions and research organizations. Universities have problem-focused research laboratories, technoparks, research institutes, design offices, specialized centers for engineer, scientific and methodology studies, and pilot production facilities. Schools of higher learning and other organizations under the Ministry totally employ around 200,000 research fellows and faculty members. The Carnegie Corporation of New York (USA) It was founded by Andrew Carnegie in 1911 to promote the advancement and diffusion of knowledge and understanding. As a grantmaking foundation, the Corporation seeks to carry out Carnegie's vision of philanthropy, which he said should aim to do real and permanent good in this world . Carnegie Corporation gives priority to education, promotion of international security and disarmament, international development, and fostering democracy. The program areas that are now the focus of the Corporation's work have evolved over time, adapting to changing circumstances. Current programs have been designed to correspond with the Corporation's historic mission and legacy and to maintain the continuity of its work. In the 21st century Carnegie Corporation is facing the challenge of how to further support the development of a global community. The John D. and Catherine T. MacArthur Foundation (USA) It's a non-profit grant-making organization established in 1978. Its head office is in Chicago. Since 1992 the Foundation has been operating an office in Moscow and implementing a program of financial support targeting projects in Russia and other independent countries of the former Soviet Union. The Foundation supports groups and individuals seeking sustainable improvement in human living conditions. The Foundation aims to promote the development of healthy personalities and effective communities; safeguard peace among countries and peoples and peace inside ourselves; support responsible choices relating to human reproduction; and preserve the global ecosystem that can sustain healthy human societies. The Foundation achieves these goals by supporting research, policy analysis, results dissemination, education and professional training, as well as practical work. It's a non-governmental, non-profit organization established in 1991 with the purpose to support the development of expertise in the humanities, social and political sciences in Russia and CIS. The Kennan Institute for Advanced Russian Studies (USA) It was founded in December 1974 as a division of the Woodrow Wilson International Center for Scholars through the joint initiative of Ambassador George F. Kennan, then Wilson Center Director James Billington, and historian S. Frederick Starr. The Institute, named after George Kennan Senior (a well-known 19-century explorer of Russia and Siberia), aims to implement comprehensive research programs and improve the quality of analysis targeting Russia and the former Soviet Union. The Institute offers residential research scholarships in the humanities and social sciences to academic scholars and specialists from government, the media, and the private sector. The Institute seeks to create a meaningful dialogue between scholars and politicians. To achieve this goal, the Institute gives representatives of the private sector and politicians access to research materials written by the Institute's internship scholars. This is done via political forums held at the US State Department, mass media interviews and public lectures.
